For the purpose of further deepening reforms of public administration, forming transparent system of administrative bodies’ activities, economy and effective usage of budget funds and ensuring sustainable economic, social and cultural development of the Republic of Tajikistan and in accordance with Article 60 of the Constitution of the Republic of Tajikistan, decree to:

1. Approve the attached structure of central executive bodied of the Republic of Tajikistan (Annex 1).

2. Abolish the central executive bodied of the Republic of Tajikistan according to the attached list (Annex 2).

3. State that:
         - the Ministry of Agriculture and Nature Protection of the Republic of Tajikistan is mandated to carry out the functions of the former State Committee of Environment Protection and Forestry of the Republic of Tajikistan and the functions of the former Ministry of Agriculture of the Republic of Tajikistan except for the issues of food industry;
         - the Ministry of Internal Affairs of the Republic of Tajikistan is also mandated to carry out the functions of the Ministry of Labor and Social Protection of the Population of the Republic of Tajikistan on the issues of labor migration of the population;
         - the Ministry of Education of the Republic of Tajikistan is also mandated to carry out the functions of the Ministry of Labor and Social Protection of the Population of the Republic of Tajikistan on the issues of vocational education and training;
         - the Ministry of Melioration and Water Resources of the Republic of Tajikistan is also mandated to carry out the functions of the former Ministry of Melioration and Water Economy of the Republic of Tajikistan; 
         - the Ministry of Labor and Social Protection of the Population of the Republic of Tajikistan is also mandated to carry out the functions of the former Fund for Social Protection of Population under the Government of the Republic of Tajikistan except for the issues of social tax collection, and the issues of labor migration and vocational education and training are excluded from its functions;
         - the Ministry of Finance of the Republic of Tajikistan is mandated to carry out the functions related to managing the former State Investment Insurance Company “Tojiksarmoyaguzor” under the Government of the Republic of Tajikistan, and the issues of attracting investments are excluded from its functions;
         - the Ministry of Transport and Communications of the Republic of Tajikistan is mandated to carry out the functions of the former Ministry of Transport and Communication of the Republic of Tajikistan and the Department of Civil Aviation under the Government of the Republic of Tajikistan;
         - the Ministry of Economic Development and Trade of the Republic of Tajikistan is mandated to carry out the functions of the former Ministry of Economy and Trade of the Republic of Tajikistan except for managing the Agency for Standardization, Metrology, Certification and Trade Inspection (Tajikstandart), the issues of tourism sector and attracting investments and functions of the former State Agency for Antimonopoly and Support for Entrepreneurship under the Government of the Republic of Tajikistan except for the issues of supporting entrepreneurship;
         - the Ministry of Culture of the Republic of Tajikistan is mandated to carry out the functions of the former Religious Affairs Committee under the Government of the Republic of Tajikistan;
         - the Ministry of Energy and Industry of the Republic of Tajikistan is mandated to carry out the functions of the former Ministry of Energy and the Ministry of Industry of the Republic of Tajikistan and the issues of the former Ministry of Agriculture of the Republic of Tajikistan related to food industry;
         - the State Committee for National Security of the Republic of Tajikistan is mandated to carry out the functions of the former Ministry of Security of the Republic of Tajikistan and State Committee for State Boundary Protection of the Republic of Tajikistan;
         - the State Committee on Investments and State Property Management of the Republic of Tajikistan is mandated to carry out the functions of the former State Committee on State Property Management of the Republic of Tajikistan, Aid Coordination Unit of the Executive Administration of the President of the Republic of Tajikistan, the issues of the former Ministry of Economy and Trade of the Republic of Tajikistan and the Ministry of Finance of the Republic of Tajikistan related to attracting investments, as well as the issues of the former Agency for Antimonopoly and Support for Entrepreneurship under the Government of the Republic of Tajikistan related to supporting entrepreneurship;
         - the Tax Committee under the Government of the Republic of Tajikistan is mandated to carry out the functions of the former Ministry of State Revenues and Duties of the Republic of Tajikistan related to tax and the issues related to collection of social tax of the former Fund for Social Protection of Population under the Government of the Republic of Tajikistan;
         - the Committee for Youth Affairs, Sports and Tourism under the Government of the Republic of Tajikistan is mandated to carry out the functions of former Committee for Youth Affairs under the Government of the Republic of Tajikistan, Committee for Physical Fitness and Sports under the Government of the Republic of Tajikistan and the issues of former Ministry of Economy and Trade of the Republic of Tajikistan related to tourism;
         - the Committee on Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan is mandated to carry out the functions of the former Ministry of Emergency Situations and Civil Defense of the Republic of Tajikistan;
         - the Customs Service under the Government of the Republic of Tajikistan is mandated to carry out the functions of the former Ministry of State Revenues and Duties of the Republic of Tajikistan related to customs;
         - the Agency for Land, Geodesy and Cartography under the Government of the Republic of Tajikistan is mandated to carry out the functions of the former State Land Committee of the Republic of Tajikistan and the functions of the former National Space, Geodesy, Cartography Agency “Tojikkoinot” under the Government of the Republic of Tajikistan;
         - the Agency for Construction and Architecture under the Government of the Republic of Tajikistan is mandated to carry out the functions of the former State Committee of Construction and Architecture of the Republic of Tajikistan;
         - the Agency for Standardization, Metrology, Certification and Trade Inspection under the Government of the Republic of Tajikistan is mandated to carry out the functions of the former Agency for Standardization, Metrology, Certification and Trade Inspection under the Ministry of Economy and Trade of the Republic of Tajikistan (Tajikstandart);
         - the General Office of Geology under the Government of the Republic of Tajikistan is mandated to carry out the functions of the former General Office of Geology under the Government of the Republic of Tajikistan “Geologiyai Tojik”;
         - the General Office on State Supervision over the Safe Conduction of Works in Industry and Mining Supervision under the Government of the Republic of Tajikistan is mandated to carry out functions of the former Committee on State Supervision over the Safe Conduction of Works in Industry and Mining Supervision under the Government of the Republic of Tajikistan;
         - the General Office on Protection of State Secrets under the Government of the Republic of Tajikistan is mandated to carry out the functions of the General Board on Protection of State Secrets under the Government of the Republic of Tajikistan.

4. The Government of the Republic of Tajikistan in accordance with the established order to:
         - develop and approve the structure of the central office, management scheme and regulation of ministries and state committees and bodies under the Government of the Republic of Tajikistan within one-month period with account of the necessity to abolish duplication of functions and authorities of;
         - resolve the issues following this Decree including the issues of organizational, financial and material provision for the state government bodies;
         - make one’s decisions in conformity with this Decree;
         - submit proposals on the issues of making changes and additions in the legislative acts of the Republic of Tajikistan.

5. The Executive Administration of the President of the Republic of Tajikistan jointly with the State Committee on Investments and State Property Management of the Republic of Tajikistan to ensure in the established order reception and transfer public administrative buildings, transport and other material means liquidated or reorganized central executive bodied and submit proposals to the Government of the Republic of Tajikistan on their further utilization.

6. Declare invalid Point 1 of the Decree of the President of the Republic of Tajikistan dated June 4, 2002 № 853 “On the system of central executive bodied of the Republic of Tajikistan”.
